ATI offers assistance in preparation and filing of applications for permits and negotiates on behalf of its clients with the following regulatory agencies:

Even though ATI provides some assistance in other areas of the environmental field, its main focus and strength is in air quality. ATI staff include engineers that are Certified Permitting Professionals (CPP) by the South Coast AQMD. Even though CPPs are guaranteed a 60-day turn around on any applications for permits filed with the SCAQMD, ATI, in most instances, has been able to obtain SCAQMD permits for various types of equipment and processes in less than 30 days.

ATI staff regularly conducts environmental audits for clients in various industries. In the course of the audit, all permits are checked for accuracy and matched with the corresponding equipment. All previously filed environmental reports are reviewed and all numbers are verified. Compliance with all applicable rules and regulations is confirmed. The facility’s MSDS booklet is checked for any non-compliant or hazardous substances usages. Following the audit, an audit report is prepared. It points out all problem areas. Recommendations will be made as to what corrective actions to take. The report includes all deadlines that the facility must be aware of for filing of reports or meeting other regulatory mandates. A copy of the few rules that are applicable to the specific operation will be included in the audit report as well.

Client companies are assisted in verifying the Start and End Year allocations calculated by the SCAQMD RECLAIM Section staff. Record keeping reports are prepared and are submitted to the SCAQMD for Major sources, Large Sources, Process Units, and exempt equipment. ATI helps clients find the most suitable Continuous Emission Monitoring System (CEMS) and prepares the RFP for the vendors. ATI reviews all proposals and makes recommendations to the client with regards to the CEMS as it is applied to the equipment. ATI prepares the CEMS Plan, CEMS Application, and the QA/QC plan for the final certification of the CEMS.

ATI provides assistance with the preparation of the Title V applications for facility permits. ATI provides this service nationwide as this is a federal program with similar requirements in all states.

ATI provides assistance to companies required by the regulatory agencies to keep records of materials usages and other necessary data. ATI has developed software to keep records of printing operations (flexographic and lithographic ) material usages. Another software helps keep records of solvents usages in any type of facility.

These software will be customized for each client’s specific needs. ATI has the capability of keeping records on the client’s behalf. Or, ATI will customize the software for the facility and train the client’s staff to use the software at the plant.

Every year, ATI prepares numerous annual emissions reports for clients under the South Coast AQMD requirements. ATI can assist companies in conducting emission inventories of their operations to quantify the amount of emissions released to the atmosphere from each piece of equipment and the facility as a whole.

ATI helps companies in need of emissions offsets to find companies with excess emissions, interested in selling all or part of their emission reduction credits. ATI also assists companies under the RECLAIM Program to trade emissions.

ATI performs health risk assessments for facilities to meet the requirements of the AB2588 Toxic Hot Spots Program in California. The purpose of the assessment is to estimate the extent of public exposure to each substance for which cancer risk will be quantified or non cancer effects evaluated. ATI staff conducts risk assessments using the California Air Pollution Control Officers Association (CAPCOA) guidelines.

On behalf of clients, ATI prepares AB2588 Toxic Plans and Reports under the requirements of the State of California. ATI staff is familiar with the toxic rules and toxic emission thresholds in California and frequently conduct screening risk assessment for various toxic and carcinogenic substances used in industrial equipment and processes.

ATI helps companies find the most suitable air pollution control equipment. ATI works with the control equipment manufacturers to select systems that would meet all regulatory requirements without compromising quality. In that regard, ATI assists in the design and development of the control equipment.

ATI engineers are considered highly qualified experts in the area of air emissions and have been asked to testify in courts. As former SCAQMD engineering staff, all ATI engineers have testified before the SCAQMD Hearing Board in numerous occasions. Attorneys from reputable law firms frequently contact ATI to ask technical questions and to inquire expert opinions about different cases.

ATI keeps updated on the latest control technologies for various equipment and processes. When it comes to permitting specific equipment, ATI conducts BACT analysis to determine cost effectiveness of the corresponding control technology. ATI also helps manufacturers of new technologies present their products to regulatory agencies to obtain BACT status.

Prior to purchasing manufacturing businesses, or other businesses that operate equipment with air contaminants emissions, it is advisable to check the facility for full compliance with all applicable rules and regulations. ATI helps assess the facility and in case it is not meeting compliance, ATI will make recommendations as to what corrective actions are needed, and what the cost of bringing the facility into compliance would be.

It is quite difficult to keep up to date with the ever-changing environmental regulations. That is especially true about most of ATI’s clients. After all, their primary function is usually an entirely different thing and they simply do not have the time to get involved and stay aware of the latest changes in the laws. So, they have asked ATI to be their eyes and ears. Because of a number of ongoing projects, ATI staff is in touch with SCAQMD on a daily basis.
